free movie converter

wanting to convert 60fps 720p shit into 30fps 720p shit
so i can put them on my tablet and watch frags where ever i go.

i wanna keep the same image quality only bump it down to 30fps.

so far, the windows live avi converter does just that but puts a dirty great big black boarder all around the video making it look smaller even tho its a 720p.

and Laewo avi converter (free) does a good enough job but feels like a little bit of image quality is left out.
